The U.S., India, Germany, Turkey: Four Different Paths Through the Plagiarism Storm (2018–2024)

Nearly 69.89 million text checks conducted between 2018 and 2024 reveal that countries do not move through the “plagiarism storm” in the same way. The United States, India, Germany, and Turkey each show distinct trajectories: a sudden COVID-19 spike in 2020, the generative AI surge in 2023, and an unexpected drop in 2024 — but with sharply different patterns.

This article introduces country-by-country timelines, a custom Volatility Index to highlight instability, and selected policy snapshots that might help explain why four academic systems facing the same global shocks reacted so differently. The goal is not to claim direct causation, but to explore plausible associations that shed light on academic integrity in transition.

Data & Method

Our dataset covers the years 2018–2024 and includes nearly 70 million text checks documented in the Plagiarism Trends (2018–2024) PDF. For each country, we rely on the official time-series provided in the Plagiarism Trends by Country (2018–2024) PDF. The key indicator is the annual average level of plagiarism detected.

To capture instability, we introduce a custom Volatility Index (VI), defined as the difference between the maximum and minimum year-on-year percentage changes during the 2018–2024 period:

VI = max(YoY%) − min(YoY%)

This measure highlights how sharply each country’s academic integrity environment fluctuated across the global shocks of COVID-19 and generative AI adoption.

  • United States: Volatility Index ≈ 9 (from ~22% peak during COVID-19 to ~13% low in 2024). Pattern: sharp swings, ending with strong recovery.

Trends 2018–2024
Plagiarism levels in the U.S. started relatively moderate at ~14% in 2018, but rose significantly to ~22% by 2020, reflecting the disruption of remote assessments during the COVID-19 shift. After that peak, levels declined to ~17% in 2021–2022, showing partial recovery. The launch of generative AI in late 2022 and its mainstream adoption in 2023 pushed the rate up again to ~20%, before dropping to ~13% in 2024 — the lowest point in the dataset, suggesting a remarkable rebound compared with other countries.

Inflection points

  • 2020 (COVID-19): plagiarism rates jumped to their highest level in the six-year period.
  • 2023 (GenAI): a modest resurgence appeared with widespread student experimentation.
  • 2024: the sharp decline to ~13% places the U.S. below its 2018 baseline, indicating successful stabilization.

Volatility Index
The U.S. Volatility Index is medium-to-high, with swings of +8 points (2018–2020) and –7 points (2023–2024). This underlines how U.S. institutions were heavily affected by COVID but then managed to restore integrity relatively quickly.

Policy snapshot (2024–2025)
The ASCCC: Academic Integrity Policies in the Age of Artificial Intelligence (ASCCC resource guide 2024) recommends that colleges “include explicit policy language regarding AI use in course syllabi, clarifying permitted and prohibited uses, and ensuring transparency and fairness” (ASCCC 2024). In addition, administrative procedure AP 4910 for some California community colleges requires that faculty clearly communicate expectations around generative AI in their syllabi, including when AI is allowed, how it may be used, and the necessity of disclosing its usage. These policy steps may be associated with the steep decline observed in U.S. plagiarism levels in 2024.

India

Trends 2018–2024
According to PlagiarismSearch country data, plagiarism levels in India started at ~18% of submissions flagged in 2018 and climbed steadily to ~27% by 2020, coinciding with the abrupt shift to remote learning during the COVID-19 pandemic. The following years saw a partial normalization — ~23% in 2021–2022 — before the arrival of generative AI tools in 2023 drove another jump to ~29%. By 2024, the rate fell back to ~21%, which is still higher than the 2018 baseline but marks a clear retreat from the 2020 and 2023 peaks.

Inflection points

  • 2020 (COVID-19): emergency online exams and mass digital submissions coincide with the highest spike to date.
  • 2023 (GenAI): large-scale adoption of tools like ChatGPT pushed levels to near 30%.
  • 2024: decline to ~21% may signal stabilization or effective enforcement of institutional policies.

Volatility Index
India’s Volatility Index is high, reflecting sharp swings of +9 percentage points (2018–2020) and –8 points (2023–2024). This suggests the system is highly reactive to external shocks and technological disruption.

Policy snapshot (2018 foundation, still relevant in 2024–2025)
The UGC Regulations on Academic Integrity and Plagiarism (2018) established tiered similarity thresholds:

  • Level 0 (≤10%) — no penalty;
  • Level 1 (10–40%) — resubmission required;
  • Level 2 (40–60%) — course failure or suspension;
  • Level 3 (>60%) — cancellation of registration or degree.

This framework predates GenAI but provided a strong institutional base, which may help explain the partial stabilization observed in 2024. More recently, academic discussions in India (e.g. MDPI 2025) highlight the need to adapt these rules to cover AI-generated writing, with emphasis on disclosure and integrity training.

Germany

Trends 2018–2024
Plagiarism levels in Germany were consistently low, starting at ~10% in 2018. A moderate rise to ~15% in 2020 coincided with the shift to remote assessments during COVID-19. Across 2021–2022, levels returned to ~12–13%, and the 2023 generative AI boom produced only a slight increase to ~14%. By 2024, plagiarism detections declined further to ~9%, one of the lowest and most stable outcomes among the four countries.

  • 2020 (COVID-19): moderate spike due to online exam conditions.
  • 2023 (GenAI): minor increase compared to other regions.
  • 2024: decline to below pre-pandemic levels, reflecting strong adaptation.

Policy snapshot (2024–2025)
German research standards are framed by the DFG Code of Conduct: Guidelines for Safeguarding Good Research Practice (2019, version 1.2), which sets binding principles on originality, documentation, and accountability. In 2024, several universities (e.g., LMU Munich, University of Cologne) required AI use disclosures in student assignments, strengthening transparency and helping maintain stability in plagiarism dynamics despite global GenAI turbulence.

Turkey

Trends 2018–2024
According to Plagiarism Trends by Country (2018–2024), Turkey’s plagiarism rate showed relatively moderate variation over the years. In 2018, the average flagged rate was about ~6.3%, rising to ~8.7% in 2019 and then ~7.3% in 2020. After fluctuating around ~8–10% in 2021–2023, it slightly declined to ~8.8% in 2024 — indicating that, despite global shocks like COVID-19 and the AI surge, Turkey’s rates moved less dramatically than in many other countries.

Inflection points

  • 2019–2020: A modest rise during the onset of COVID-19, though far less sharp than in India or the U.S.
  • 2023: A mild increase associated with broader global adoption of generative AI tools.
  • 2024: A slight decline, returning close to pre-AI levels, which may suggest emerging stabilization.

Volatility Index
Turkey’s Volatility Index is low-to-medium, showing relatively narrow swings (peak-to-trough variation of about 2–3 percentage points over much of the period), underscoring its comparatively stable behavior despite external disruptions.

Policy snapshot (2024–2025)
The Artificial Intelligence (AI) Policy of the School of Foreign Languages, Muğla Sıtkı Koçman University provides current institutional guidelines under which staff and students must disclose use of generative AI, balance innovation with academic integrity, and ensure transparency in AI-assisted work. This policy reflects an increasing awareness in Türkiye of the need to adapt academic integrity standards in light of AI, and it may be associated with the relatively modest fluctuations in plagiarism rates observed in Turkey from 2023 to 2024.

What Might Explain the Divergence?

When comparing country-level trajectories, it is tempting to look for causal patterns. Here, we stress that the following are associations, not proof of cause-and-effect. Still, several contrasts may plausibly help explain why plagiarism rates and volatility differed across systems:

  • United States: Syllabus-level declarations of GenAI use (e.g., ASCCC guidance) may have contributed to steadier patterns, as expectations were clarified early.
  • India: Strict national regulation (UGC 2018) likely created sharper, short-term reactions to new technologies, reflected in more pronounced swings.
  • Germany: A long-standing culture of research integrity, reinforced by the HRK and DFG codes, appears to correlate with low volatility across the observed years.
  • Turkey: Individual AI policies at universities such as Muğla highlight patchwork governance; this unevenness may underlie moderate but heterogeneous shifts within the country.

Limitations

This analysis faces several important constraints that readers should keep in mind:

  • Temporal scope: All data are limited to the period up to 2024. We cannot predict how patterns may shift in 2025 and beyond, especially as institutional responses to AI tools are still evolving.
  • Single-instrument perspective: Results come from one detection platform. While the dataset is large, it does not cover every possible system or methodology.
  • Illustrative policies only: The regulatory and institutional examples we highlighted (UGC in India, HRK/DFG in Germany, ASCCC in the US, Muğla University in Turkey) are case studies. They should not be read as representative of an entire national landscape.

Call-out: Correlation ≠ Causation
The associations noted in this paper point to plausible links between policy frameworks and volatility in AI-related practices. They are not causal claims. The goal is transparency rather than over-interpretation.

Takeaways for 2025

The immediate challenge for higher education is not technological but institutional. The people who set policy — administrators and journal editors — will shape how AI becomes part of academic life. Based on current evidence, several priorities stand out:

  • Develop local integrity metrics: Instead of relying only on external detectors, institutions should track their own signals of academic honesty (e.g., LMS analytics, repository submission patterns, or peer-review consistency).
  • Integrate ethical AI scenarios into curricula: Use cases such as language polishing with disclosure should be explicitly taught and modeled in class, giving students concrete examples of legitimate AI assistance.
  • Train for critical AI literacy: Both faculty and students need structured opportunities to understand AI limits, biases, and appropriate applications — moving beyond fear or hype.
  • Adopt cross-role responsibility: While students are often the focus, staff, editors, and administrators also require clear guidance, since they hold authority in setting norms.
  • Learn from early movers: Some universities and councils are already experimenting — ASCCC in the US, UGC in India, HRK/DFG in Germany, Muğla University in Turkey. Their initiatives show that proactive, transparent approaches are possible.
